The Commonwealth of Massachusetts Medicaid program (MassHealth) through its administrative service provider, DentaQuest, aims to improve the oral health of children, from eruption of the first tooth up to age 21.

Oral health assessment and preventative services, including education and fluoride varnish application, are provided by a primary care physician in their office setting, typically as part of the well child care visit. Referrals are made to dentists for the establishment of a dental home. Since 2011, 1,364 unique medical physicians throughout the state have implemented the application of fluoride varnish to their practice.
